Structure and operation of the rights guarantee system in the rural parish of Alluriquín

The research analyzed the structure and functioning of the rights protection system in the rural parish of Alluriquín, Ecuador, focusing on the coordination between the Parish GAD and the Municipal GAD of Santo Domingo. The absence of a comprehensive protection system was identified as a major limitation to ensuring the effective protection of priority care groups, despite the existence of regulations governing their rights. Additionally, a lack of inter-institutional coordination and insufficient resources were found to hinder implementation in rural contexts. A mixed-methods approach was used, combining documentary analysis with interviews with Constitutional Law specialists and local authorities. The study determined that, although GADs have competences in rights protection, their management is fragmented, affecting public policy efficiency. The findings suggest that formalizing an inter-institutional agreement between local governments would optimize resources, strengthen institutions, and improve services for vulnerable groups. It is recommended to establish cooperative strategies that facilitate the effective decentralization of competences and promote community participation in local rights management. This study contributes to the discussion on local governance and rights protection, proposing replicable models for other parishes with similar characteristics.
