Structural barriers to the legal recognition of children's identity in rural Ecuador: implications for the exercise of rights

Abstract

The lack of timely birth registration in Ecuador’s rural and indigenous communities reinforces cycles of social exclusion, legal invisibility, and the denial of fundamental rights. This institutional omission not only prevents children from being legally recognized but also restricts their access to vital services such as healthcare, education, and social protection. Geographic, cultural, and bureaucratic barriers intensify structural inequalities and underscore the need for intercultural, inclusive, and territorially sensitive public policies. The right to identity must not be conditioned by birthplace or ethnic origin. Thus, it is essential to strengthen state mechanisms that ensure universal, free, and accessible civil registration as a prerequisite for the effective exercise of citizenship from early childhood.
