Contributions of international organizations to human rights and mobility in Latin America and the Caribbean

This article examines the relationship between migration and human rights in Latin America, with particular emphasis on initiatives promoted by the United Nations (UN) and the Organization of American States (OAS). A descriptive, document-based approach was adopted, relying on the review of international treaties, resolutions, institutional reports, and specialized academic literature. This corpus made it possible to identify both the contributions of these organizations to the construction of normative and programmatic frameworks, as well as the limitations they face in practical implementation. The analysis highlights that, while there is clear convergence around dignity, equality, and non-discrimination as guiding principles, state responses remain heterogeneous and largely dependent on political will and the availability of national resources. As a result, tensions persist, fueled by discourses that link migration to insecurity or strain on public services. It is argued that the region must consolidate multilevel cooperation mechanisms that go beyond the rhetoric of international declarations. Addressing the structural causes of migration, while ensuring sustained processes of social, political, and economic integration, is necessary to promote dignified treatment of migrants, refugees, and asylum seekers.
