Legal ethics and institutional transparency as pillars for preventing corruption in public administration.

The consolidation of integral public institutions largely depends on the effective incorporation of legal ethics and transparency policies that strengthen public trust. Corruption, as a structural phenomenon, undermines the legitimacy of the State and hinders sustainable development and social justice. From a deontological perspective, legal ethics serves as a normative guide directing public officials’ behavior toward principles of probity, impartiality, and responsibility. Likewise, institutional transparency functions as a social control mechanism that enables accountability and access to public information, reducing administrative discretion. Thus, the interaction between ethics and transparency establishes a model of public governance based on integrity and legality, capable of preventing illicit practices and strengthening organizational culture in the public sector. Implementing codes of conduct, ethical audits, and mechanisms of citizen oversight constitutes a crucial step toward a fairer, more efficient administration committed to the collective interest.
