Violence constitutes one of the greatest challenges in public security management in Latin American cities, including Babahoyo, Ecuador, where current legislative strategies have generated diverse perceptions of their effectiveness. The objective of this study was to formulate effective legal strategies to reduce violence in Babahoyo by evaluating current policies and proposing reforms aimed at improving the safety and protection of its inhabitants. A descriptive study with a community design was conducted, using a structured questionnaire applied to a representative sample of 384 residents of Babahoyo. The results show that 60% of respondents perceive dissatisfaction with the enforcement of laws by local authorities, while 80% consider the implementation of new laws or modification of existing ones necessary. Additionally, 60% of participants highlight the importance of cooperation between government entities and civil society to reduce violence, valuing this strategy positively. The study's conclusions underscore the need to strengthen the regulatory framework, improve oversight in law enforcement, and promote interinstitutional collaboration platforms. These, based on international best practices and adapted to the local context, aim not only to reduce violence but also to restore citizens' trust in institutions and promote a safe and peaceful environment for all inhabitants of Babahoyo.
