Analysis of the rights of people with disabilities in public services

Abstract

The recognition of the rights of people with disabilities in public services is essential to ensure their social inclusion and equitable access to opportunities and essential services. This study aimed to analyze deficiencies in the recognition of these rights in public services in Babahoyo, Ecuador, and to propose measures to promote inclusion. A descriptive, observational, cross-sectional study was conducted using surveys, interviews, and direct observation. The sample included 150 people with disabilities and 50 public employees, selected through stratified random sampling with strict ethical criteria. Results revealed significant structural barriers, such as the absence of ramps, elevators, and accessible restrooms in 85% of public buildings, as well as inadequately adapted public transportation. Attitudinal barriers were also identified, including discriminatory attitudes and low awareness of the rights of people with disabilities among 75% of public staff. Poor supervision of public policies and limited participation in decision-making were critical factors. These barriers severely hinder social inclusion and access to essential services. Recommended measures include improving infrastructure, implementing staff training programs, establishing an advisory committee of people with disabilities, and conducting periodic audits. The study highlights the urgent need for institutional commitment to ensure the recognition of rights and advance toward a more inclusive and equitable society.
