Artificial intelligence as an emerging agent in the management and decision-making of ecuador’s executive power

The integration of artificial intelligence (AI) into Ecuador’s public administration introduces a structural shift in how the executive branch designs, implements, and evaluates policies. With its ability to process vast amounts of data in real time, optimize resources, and anticipate complex scenarios, AI emerges as a strategic tool for modern governance. However, its adoption also raises ethical, legal, and social challenges related to transparency, political accountability, and citizen data protection. The automation of governmental decisions demands regulatory frameworks ensuring human oversight and accountability, preventing the concentration of power in unsupervised algorithmic systems. Within Ecuador’s context, AI could enhance institutional efficiency and public planning, provided it aligns with principles of fairness, ethics, and respect for fundamental rights. This technological phenomenon presents an unprecedented opportunity to redefine the relationship between technology, the State, and citizens, promoting a smarter, more participatory, and sustainable governance model.
