International humanitarian law and armed conflict in Ecuador: a study on the protection of civilian population

The security crisis in Ecuador has generated a critical humanitarian impact, severely affecting the civilian population. This study analyzes the Ecuadorian State's response from the perspective of International Humanitarian Law (IHL), evaluating the effectiveness of measures adopted to protect civilians within the framework of the internal armed conflict. Through an exhaustive analysis of national and international regulations, challenges and opportunities are identified to improve the protection of human rights in conflict contexts.
The research reveals that the militarization of public security has increased the risk of violations of fundamental rights, while the lack of resources and institutional weakness limit the effectiveness of IHL. The study highlights the need to rethink security strategies and strengthen institutions to guarantee the protection of the civilian population. It also underscores the importance of considering the specific needs of the most vulnerable groups, such as women, children, and displaced persons. The results suggest that an integral and coordinated response between civil and military authorities, along with civil society and international organizations, is essential to address the security crisis in Ecuador and protect the civilian population. A strategy that prioritizes the protection of human rights and the dignity of people affected by the conflict is required.
